My Lords, I beg to move the Motion standing in my name on the Order Paper.

It may be helpful to explain that it has been agreed among the usual channels that tomorrow's debate on the rules to implement the Greater London Authority elections should be before the Second Reading of the Electronic Communications Bill.

Moved, That Standing Order 40 (Arrangement of the Order Paper) be dispensed with tomorrow to allow the Motion for an humble Address to be taken before the Second Reading of the Electronic Communications Bill.—(Baroness Jay of Paddington.)
