My Lords, I beg to introduce a Bill to amend Section 2 of the Chronically Sick and Disabled Persons Act 1970 in respect of the duty of local authorities to make arrangements to meet the needs of chronically sick and disabled persons. I beg to move that this Bill be now read a first time.
