My Lords, before moving the Motion standing in the name of my noble friend the Lord Privy Seal, perhaps I may thank the noble Lord, Lord Richard, for his kind remarks. I can only say that it was a pleasure to be able to come back and see the faces of noble Lords and noble Baronesses opposite looking just as well as they did when I left.

Having said that, on behalf of my noble friend I beg to move the Motion standing in his name on the Order Paper.

Moved, That the debate on the Motion in the name of the Earl of Gowrie set down for today shall be limited to four hours and that in the name of the Lord Astor of Hever to two hours.—(Earl Ferrers.)
