My Lords, I should like to say a word about today's debates standing in the names of the noble Baroness, Lady Turner of Camden, and the noble Lord, Lord Judd. In the first debate, other than the mover, Front-Bench spokesmen and the Minister replying, speakers will be limited to 11 minutes and in the second debate eight minutes. I should remind your Lordships that, if any noble Lord were to speak at greater length, he would be doing so at the expense of subsequent speakers in the debate. I might also remind your Lordships that, when the digital clock shows 11 minutes, the full 11 minutes have elapsed and the speaker is already trespassing on the time of others.
