My Lords, at a convenient moment after 3.30 p.m. my noble friend Lord Lucas will, with the leave of the House, repeat in the form of a Statement an Answer to a Private Notice Question in another place on the proposals submitted to the European Union on BSE. Since that Statement has yet to he cleared and we are about to start the Second Reading of the Northern Ireland (Entry to Negotiations, etc) Bill, I suggest that that convenient moment should take place after the Front Bench speakers and therefore after the noble Lord, Lord Holme of Cheltenham, and before the noble Lord, Lord McConnell.
