My Lords, on behalf of my noble friend I beg to move the fourth Motion standing in his name on the Order Paper.

Moved, That this House approves the following proposals with respect to the rates of car mileage allowance—

(1) The allowance payable in respect of a journey commenced in the year beginning with 1st April 1994 should be payable—

  1. (a) subject to the limit specified in paragraph (3) below, at the rate per mile shown in column 1 of the following Table; and
  2. (b) in respect of miles in excess of that limit, at the rate per mile shown in column 2 of that Table.

(2) Paragraph (1) should have effect in relation to journeys commenced in the year beginning with 1st April 1995 or any subsequent year as if the rates per mile shown in the Table were the rates obtained by increasing each of the rates for the. immediately preceding year by the percentage by which the retail prices index for March in that immediately preceding year has increased compared with the retail prices index for the previous March.

(3) For the purposes of this Resolution the limit on the number of miles in respect of which car mileage allowance may be paid at the rate specified in column 1 of the Table is 20,000 miles for each year.

(4) In this Resolution "year" means a year beginning with 1st April.

(5) Any rate per mile determined in accordance with paragraph (2) should be calculated to the nearest tenth of a penny.

(6) The references in paragraph (2) to the retail prices index are references to the general index of retail prices (for all items) published by the Central Statistical Office; but if that index is not published for a month which is relevant for the purposes of this Resolution, those references in that paragraph shall be construed as references to any index or index figure published in place of that index.—(Viscount Ullswater.)
