HL Deb 05 May 1993 vol 545 c706
Lord Hesketh

My Lords, we have passed the 30th minute and I shall proceed. With the leave of the House, I should like to say a word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Peston. As the debate has been limited to five hours, all speeches should be limited to a maximum of 14 minutes, apart from the mover and the Minister in reply. If any noble Lord should speak at greater length he would be doing so at the expense of other speakers in the debate.
