My Lords, in anticipation that your Lordships will agree to the Motion which is about to be moved by my noble friend the Leader of the House, I should like to say a word about this afternoon's debates standing in the names of the noble Lord, Lord Jay, and the noble Baroness, Lady Jay of Paddington. As the mover is allowed 15 minutes, Front Bench spokesmen at least 10 minutes, and the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, that means that all other speeches should be limited to a maximum of 10 minutes in the case of the debate in the name of the noble Lord, Lord Jay, and to a maximum of 13 minutes in that of the noble Baroness, Lady Jay of Paddington. If any noble Lord were to speak at greater length, he would be doing so at the expense of subsequent speakers in that debate.

Perhaps I may remind your Lordships that 13 minutes indicated on the annunciator is the 14th minute in the making.
