My Lords, it may be for the convenience of the House if I again remind your Lordships briefly of the rules which apply to our proceedings on Report. The rules are set out in full on pages 109–10 of the Companion to the Standing Orders. I recognise that our proceedings today may be a trifle unusual as we have only one amendment before us to debate. But speeches should be relevant to that amendment; and I remind your Lordships that this is Report stage and that arguments fully deployed in Committee should not be repeated at length on Report.
