19. This Part applies to applications under section 9 of this Act for leave to appeal from a final determination of the Tribunal.

Leave to appeal to the Court of Appeal

20.—(1) An application to the Tribunal for leave to appeal shall be made not later than 10 days after the party seeking to appeal has received notice of the determination.

(2) An application for leave shall be made by serving upon the Tribunal a notice of application for leave to appeal in the Form prescribed in the Schedule to these Rules.

(3) An application may be determined by the President or a chairman of the Tribunal acting alone.

(4) The Tribunal shall determine the application without a hearing unless it considers that there are special circumstances making a hearing necessary or desirable.

(5) The Tribunal shall determine the application, and shall notify the parties to the proceedings of the determination and the reasons therefor, not later than 10 days after the Tribunal has received the application.
