My Lords, I beg to move the Motion standing in my name on the Order Paper. In moving this Motion perhaps I may pray the indulgence of the House if in my own speech I find it difficult to stick precisely to the five-minute limit which will apply to other speakers save for those from the Front Benches. However, I shall endeavour to be as brief as possible.
