My Lords, in the anticipation that your Lordships will agree to the Motion which is about to be moved by my noble friend the Leader of the House, I should like to suggest that in today's debate standing in the name of the noble Lord, Lord Williams of Elvel, it would conform with the spirit of our debates if, save for the noble Lord, Lord Williams of Elvel, opening and my noble friend Lord Strathclyde winding up, the length of speeches were kept within the 15 minutes maximum time limit recommended in the Companion.
