My Lords, I beg to move the Motion standing in my name on the Order Paper.

Your Lordships will recall that the proposal to establish a Delegated Powers Scrutiny Committee originated in the report of the Jellicoe Committee. That was subsequently endorsed by the Procedure Committee, whose report was agreed to by the House on 9th July. The committee will be established on an experimental basis and the experiment assessed at the end of the current Session.

If your Lordships agree to this Motion today, the Committee of Selection will meet early next week to discuss the composition of the committee and its report will he put to the House. Once established, the committee will have as its first task the establishment of criteria to help it judge the appropriateness and the degree of parliamentary scrutiny. I beg to move.

Moved, That it is desirable that a Select Committee be appointed to report whether the provisions of any Bill inappropriately delegate legislative power; or whether they subject the exercise of legislative power to an inappropriate degree of parliamentary scrutiny. —(Lord Wakeham.)
