My Lords, I beg to move the second Motion standing in my name on the Order Paper.

The noble Lord said: My Lords, it may be convenient for your Lordships if I say a word about how the proceedings on the Procedure Committee report might be conducted. After the Motion that the House do now resolve itself into a Committee has been agreed to, the noble Lord the Chairman of Committees, should perhaps rise and briefly introduce the report. I suggest that immediately after he has spoken the amendments in the names of the noble Lords, Lord Shepherd and Lord Williams of Elvel should be taken. Those noble Lords wishing to make general points about the Procedure Committee's report should perhaps speak after the amendments have been disposed of on a Motion that the report, as amended, be reported to the House and before the report, as amended, is agreed to. I hope that that is a convenient suggestion.
