My Lords, I beg leave to make a personal statement. First, I must apologise that on Monday 22nd June, in my initial Question at col. 338, I inadvertently but wrongly used the word "Congress" on the subject of the resolution which was carried by the House of Representatives of the United States approving a one-year moratorium on nuclear testing. The resolution was carried by 237 votes to 167, a majority of 70, as stated in the Congressional Record (H4173) and not by a smaller majority.

The Bill containing the measure still has to secure the approval of the Senate, as I made clear in a supplementary question. However, whether or not the description by the Herald Tribune of the majority as "overwhelming" is accepted, there is nothing hypothetical or subjective about the matter which now awaits consideration in the Senate. I thank noble Lords.
