My Lords, in rising to move the Motion standing in the name of my noble and learned friend Lord Goff of Chieveley, I should explain to the House the reason he has asked me to move this Motion in his place—to act as his devil, as we should have described it if we were both back together at the Bar.

The Appellate Committee, which is currently sitting, of which he is a member and I am not, is hearing an expedited appeal between the Corporation of Lloyd's and a number of its members. It has already been delayed as a result of a previous appeal having overrun its ordinary time. My noble and learned friend hoped that your Lordships would agree that that appeal should not be further interrupted. For that reason and in that hope, he has asked me to move the Third Reading of the Bill this afternoon.
