§ Lord Morris of Castle MorrisMy Lords, when this Bill was introduced in your Lordships' House I viewed it with all the surprise and suspicion due to a potentially explosive substance. I suspected it of being the thick end of the wedge. I thought it might be a loophole through which any amount of mischief might creep into the Gaming Act 1968 and I saw it as a possible encouragement of the dangerous habit of gambling, for which there is plenty of opportunity in this country.
Your Lordships will recall that on Second Reading I spoke in severely warning terms. Since that time further inquiries have alleviated my anxieties about the Bill's contents. The drafting has been greatly improved by the work of parliamentary draftsmen, and discussions with the noble Lord, Lord Harmar-Nicholls, have removed my last lingering reservations about the Bill. I thank the noble Lord for his help and his courtesy and I wish his Bill Godspeed.
