In its 3rd report, session 1990–91 (H.L. Paper 69), the Committee recommended that from the beginning of the present parliamentary session it should have four subcommittees with new responsibilities, as follows—

  1. (i) Finance and Staff;
  2. (ii) Administration and Works;
  3. (iii) Library and Computers;
  4. (iv) Refreshment.

The Committee also recommended that the new sub-committees should have not more than 11 members each and that in deciding the membership of sub-committees greater weight should be given to expert knowledge and relevant experience than to strict party balance.

The House agreed to the Committee's recommendations on 10 July 1991.

The Committee has accordingly appointed the following Lords to form the sub-committees—
