My Lords; after the debate on fixed term Parliaments and before the debate on inner cities, my noble friend Lord Reay will, with the leave of the House, repeat a Statement that is to be made in another place on dangerous dogs.

I should like to say a word about the arrangements for this afternoon's two debates standing in the names of the noble Lord, Lord Holme of Cheltenham, and the noble Baroness, Lady Seear. On the principle that the mover is allowed approximately 15 minutes and that the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, it is not necessary to propose a formal time limit for either debate. However, I am sure that noble Lords will agree that speeches should still be confined to limits compatible with the spirit of these short debates.
