§ Lord DenhamMy Lords, with the leave of the House, I should like to say a word about the two debates standing in the names of the noble Lords, Lord Clinton-Davis and Lord Cledwyn of Penrhos. As the mover is allowed 15 minutes, and the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, in the case of the three-hour debate in the name of the noble Lord, Lord Clinton-Davis, this means that all other speeches should be limited to a maximum of 11 minutes and that in the two-hour debate in the name of the noble Lord, Lord Cledwyn of Penrhos, speeches should be limited to a maximum of 10 minutes. Of course, that is dependent upon speakers sitting down either before or at the precise moment that the figures 11 and 10 respectively appear on the Clock of the Chamber.
