My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 4. I shall speak also to Amendments Nos. 6, 20, 21, 26 and 27. These are technical amendments intended to improve the provisions relating to the termination of concessions and the making of extension toll orders, and to correct small discrepancies in the drafting of the relevant clauses.

The clauses relating to extension toll orders—Clause 12 for England and Wales and Clause 28 for Scotland—were added in this House at Report stage. It was intended that extension toll orders must always come into force as soon as the existing tolling power expires. But the clause, as drafted, overlooked some of the possible circumstances and these amendments fill the gaps. I beg to move.
