My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 2. I shall speak also to Amendments Nos. 7, 8, 15, 19, 22, 23 and 35.

Your Lordships may recall that at Report stage I introduced an amendment requiring the Secretary of State to make an annual report to Parliament, stating the number of concession agreements entered into by him and the number of new concession roads opened for which he is the highway authority. A similar amendment was made for the Scottish Secretary of State to report on Scottish concession roads.

During debates in another place it was suggested that the report should cover all toll orders made under this Bill, whether in relation to concession roads or not, and including toll orders on local authority roads, which the Secretary of State must confirm. The Minister was happy to accept that suggestion, and these amendments are the outcome. The main amendment is No. 15, the new clause. Amendment No. 35 is the equivalent new clause for Scotland and the other amendments are consequential. I beg to move.
