§ Lord DenhamMy Lords, with the leave of the House I should like to say a few words about the length of speeches in today's debate standing in the name of my noble friend Lord Rodney, to which your Lordships have agreed to apply a five hour time limit. While the number of speakers is such that it is not necessary to apply a formal time limit I feel that the House would appreciate it if speeches were kept within limits compatible with the spirit of these limited debates.
