My Lords, I hope the noble Lord will forgive me but we have an absolute time limit for Questions of 30 minutes. It is right that I now make the business statement.

With the leave of the House I should like to say a word about this afternoon's debates standing in the names of the noble Baroness, Lady Turner of Camden, and the noble Lord, Lord Dean of Beswick. As the mover is allowed 15 minutes and the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, this means that in the case of the three-hour debate in the name of the noble Baroness, Lady Turner of Camden, all other speeches should be limited to a maximum of 10 minutes. In the two-hour debate in the name of the noble Lord, Lord Dean of Beswick, all other speeches should be limited to a maximum of eight minutes.
