My Lords, I beg to move the Motion standing in my name on the Order Paper. With your Lordships' permission, I shall speak and move all 32 amendments together. They raise no matters of substance and are mostly to meet changes in public legislation. They fall into three groups: those which result from the abolition of rates and rate support grant; those which result from the provisions of the Water Act 1989, and in particular the replacement of the water authorities by their successor companies and the establishment of the National Rivers Authority; and, finally, those which are minor technical or drafting changes following consultation between those responsible in the two Houses, government departments and parliamentary agents.

For example, Amendment No. 31 repeals Standing Order 143. That required committees on works Bills to have special regard to the provision of accommodation for workers. It dates from days when travelling gangs of navvies, some of them thousands strong, were employed on railway works, and was required to make provision for their welfare and control. It now serves no useful purpose.

Perhaps I may add that similar amendments were agreed to by another place last week. I beg to move.
