My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 126 and 127. They seek to clarify the definition of "practitioners" in Clause 24(6)(b) of the Bill. The intention is for "practitioners" in relation to England, Wales and Northern Ireland to include those who have rights of audience or rights to conduct litigation even if they are not solicitors or barristers provided that they are covered by regulations made by the Secretary of State. Before amendment the clause did not fully cover that policy aspect. Indeed, the matter caused some confusion when it last came before the House.
