§ Lord Fraser of CarmyllieMy Lords, I beg to move that the House do agree with the Commons in their Amendment No. 5. Clause 2(2) defines the expression "non-recognised body". The subsection was criticised in another place on the grounds that the number of negatives in the clause was confusing. The amendment is a drafting amendment which avoids the use of multiple negatives. The amendment at Clause 13 is consequential.
