My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 24 and 25.

Amendments Nos. 24 and 25 are government amendments which add to the list of regulation-making powers which will be subject to affirmative resolution by both Houses of Parliament. Amendment No. 24 refers to four regulation-making powers. The first concerns Amendment No. 2, the amendment relating to GIFT. The second adds regulation-making powers in connection with Amendment No. 12, which is the new clause on surrogacy arrangements. The third follows Clause 30(4) (a), which provides a regulation-making power to deal with the information to be given on request to an applicant by the authority. The fourth follows from Amendment No. 22, the new clause about keeping and examining gametes and embryos in connection with crime and for other closely specified purposes.

Amendment No. 25 concerns regulations in respect of additional purposes for which research licences can be issued, and it is allied to Amendment No. 29. With the leave of the House, I shall move Amendments Nos. 24 and 25 en bloc.
