My Lords, I am marginally puzzled by this matter. The increase proposed in Scotland is less than that proposed in England yet it is expected that this will result in a higher proportion of the development costs in Scotland being covered by fees. Is it that the planning system in Scotland is so much more effective than the system in England and Wales?

My Lords, I shall give a snap answer and say that it is because the Scottish system is more efficient, but I do not know the answer to that question. I shall find out and write to the noble Lord.
