My Lords, no formal time limits have been agreed to by the House in respect of the two debates this afternoon, but it is expected that each will last about 2 ½ hours. That being the case, in the second debate, except for the noble Lord, Lord Rea, opening and my noble friend Lord Brabazon of Tara winding up, each noble Lord will be limited to eight minutes. I suggest that Members of the House speaking in that debate may wish to take this as a guide line. I draw the attention of all who wish to speak in this afternoon's debates to the advice in the Companion that speeches, apart from the proposer's and the winding up speech, should last no longer than 15 minutes.
