My Lords, I should like to say a word about this afternoon's short debates standing in the names of the right reverend Prelate the Bishop of Worcester and the noble Lord, Lord Monkswell. As the mover is allowed 15 minutes, and as the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, in the case of both short debates this means that all other speeches could be as long as 14 minutes. However, I know that the House would prefer noble Lords to keep their speeches within limits slightly more compatible with the spirit of these short debates.
