My Lords, I think that it would be wrong to allow this Bill to pass through the House without congratulating the noble Viscount, Lord Colville, on the way in which he has handled the legislation and on his clear and consistent explanations during its passage through this Chamber.

As we stated on Second Reading, this Bill was extensively debated in another place. We are quite certain—at least, it is to be hoped that we can be quite certain—that there will be no problems when it returns to the other place. In my view, this is a Bill which fills a major gap in our legislation. We certainly welcome its introduction.
