My Lords, I beg to move the Motion standing in my name on the Order Paper.

This is a procedural Motion in order to allow the noble Earl, Lord Russell, to have his Motion referring to the draft Education (Student Loans) Regulations taken before the actual Motion for approval of the regulations themselves. It has been agreed through the usual channels that the substantive debate on this subject should take place on the noble Earl's Motion and that the regulations themselves thereafter be moved formally if the House feels it right that they should be approved. I beg to move.

Moved, That Standing Order 38 (Arrangement of the Order Paper) be dispensed with to enable the Motion standing in the name of the Earl Russell to be taken before the Motion standing in the name of the Baroness Blatch on Thursday, 28th June.—(Lord Belstead.)
