My Lords, it may be for the convenience of the House if I say a brief word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Williams of Elvel. It has been agreed through the usual channels that my noble friend Lord Trefgarne should make an opening speech immediately after that of the noble Lord. He believes that that will be for the convenience of the House. That still leaves other speakers the generous limit—and I hope that it will be a limit—of 14 minutes.
