My Lords, it may be for the convenience of the House if I say a brief word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Jenkins of Hillhead, to which your Lordships have agreed to apply a five-hour time limit. The number of speakers is such that it is not necessary to apply as formal time limit, but I am sure that noble Lords would agree that it would conform with the spirit of these debates if they would keep their speeches within the 15 minutes limit as recommended by the Procedure Committee.
