§ Lord Graham of EdmontonMy Lords, from these Benches we should like to congratulate the noble Viscount, Lord Montgomery, on bringing forward what by any standard is a modest measure and for having spoken in such a persuasive manner. Noble Lords who were present at the earlier stages of the Bill will recall the assurance that he displayed in handling potentially difficult amendments. His handling of the Bill is much to the credit of himself and the promoters of the Bill. We are sure that it was done to the satisfaction of Sir Peter Emery, who sent the Bill here from another place. We congratulate the noble Viscount on his stewardship of the Bill while it has been before us in this House.
