My Lords, I beg leave to put the Question of which I have given Private Notice to the noble Lord the Leader of the House. The Question is as follows:

To ask Her Majesty's Government whether their policies towards South Africa have changed as a result of the release of Nelson Mandela.

My Lords, I am able to tell the House that a Private Notice Question in almost identical terms will be answered in another place this afternoon and that Answer will be repeated in this House in the form of a Statement. In those circumstances I did not believe it to be right to allow the Question of the noble Lord.
