HL Deb 19 December 1990 vol 524 c831

3.8 p.m.

Lout Denham

My Lords, with the leave of the House, I should like to say a word about the two short debates standing in the names of my noble friend Lord Montgomery of Alamein and the noble Lord, Lord Stallard. As the mover is allowed 15 minutes, and the Minister should rise to reply not less than 20 minutes before the scheduled end of the debate, in the case of the short debate in the name of my noble friend Lord Montgomery of Alamein this means that all other speeches should be limited to a maximum of eight minutes, and that of the noble Lord, Lord Stallard, to nine minutes. If any noble Lord should speak at greater length, it would be at the expense of subsequent speakers in the debate.
