The Minister of State, Home Office (Earl Ferrers)My Lords, I beg to introduce a Bill to enable the United Kingdom to co-operate with other countries in criminal proceedings and investigations and to join with other countries in implementing the Vienna Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
