My Lords, I beg to introduce a Bill to make further provision for the integrated protection of the environment of Great Britain; for the definition of duties to this end; for controlling the import, production, use, keeping and disposal of articles and substances including wastes hazardous to the environment; for the establishment of an environment protection commission and an environment protection executive, and for connected purposes. I beg to move that this Bill be now read a first time.
