3 After Clause 17, line 81, at end insert 'or (c) any appeal committee so designated which is constituted in accordance with paragraph 2 or 3 or Schedule 2 to the Education Act 1980'.

4 Line 86, at end insert— '(6) In this section any reference to a councillor includes a reference to a member of the authority concerned who, in accordance with regulations under this section, is to be treated as if he were a councillor.'.
