My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 176.

I believe that I should speak at the same time to Amendment No. 177, to which of course the noble Lord, Lord Williams of Elvel, has tabled an amendment. Accordingly, I shall wait for the noble Lord to move his amendment.
