293 Schedule 2, page 79, line 8, leave out from 'take' to end of line 10 and insert 'such steps as are reasonably practicable, where any child within their area who is in need and whom they are not looking after is living apart from his family —'

294 Page 79, line 14, at end insert—

Duty to consider racial groups to which children in need belong

9A. Every local authority shall, in making any arrangements —

  1. (a) for the provision of day care within their area; or
  2. (b) designed to encourage persons to act as local authority foster parents,
have regard to the different racial groups to which children within their area who are in need belong.'.

My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 293 to 296 en bloc. I have spoken to Amendment No. 293 with Amendment No. 53, to Amendment No. 294 with Amendment No. 52, to Amendment No. 295 with Amendment No. 53 and to Amendment No. 296 with Amendment No. 53. Therefore I propose to take them en bloc.
