39 Clause 15, page 12, leave out lines 20 and 25 and insert — '(11) For the purposes of this Part, a child is disabled if he is blind, deaf or dumb or suffers from mental disorder of any kind or is substantially and permanently handicapped by illness, injury or congenital deformity or such other disability as may be prescribed; and in this Part —'.

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 39. The amendment is designed to ensure that the definition of "disability" in the Bill is as far as possible the wording of Section 29 of the National Assistance Act 1948, which contains the general definition used for the purpose.
