§ The Lord ChancellorMy Lords, this amendment removes the liability to pay contributions where a child in care is allowed to live with a parent or a person who is not a parent of his but who has parental responsibility for him. This amendment would delete the reference to persons who are not parents, so that the exemption from liability to contribute only exists where the child lives with his parents. I beg to move.
