214 Clause 60, page 54, line 41, at end insert — `(cc) premises in which a child who is being accommodated by or on behalf of a health authority is living;'

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 214. In moving this amendment, I wish to speak also to Amendments Nos. 217, 220, 221, 222 and 224. These amendments are largely drafting and technical amendments to the powers of the Secretary of State to cause inspections of certain types of premises and records and to obtain information. Broadly speaking the Secretary of State's powers to inspect, mirror the duties of local authorities to provide services
