In moving this amendment, I wish to speak also to Amendments Nos. 217, 220, 221, 222 and 224. These amendments are largely drafting and technical amendments to the powers of 825 the Secretary of State to cause inspections of certain types of premises and records and to obtain information. Broadly speaking the Secretary of State's powers to inspect, mirror the duties of local authorities to provide services
