My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 54 to 78 inclusive.

This group of amendments establishes the responsibility for the different functions of the restriction order provisions and establishes the mechanisms to enable those responsibilities to be carried out. The amendments to Clause 17 set out clearly and unambiguously the duties of the local police station regarding initial reporting and the duties of the enforcing authorities in respect of the call-up of those who are subject to orders when designated matches are being played abroad.

The amendments to Clause 18 place the responsibility for the consideration of the granting of exemptions from the requirement to report on the enforcing authority, other than in exceptionally urgent cases when, in the interests of speed, that will need to be taken on by the local police station. The police station will have to obtain authority for granting exemption from the enforcing authority unless it is impractical to do so. The enforcing authority will need to be satisfied that special circumstances exist and may anyway wish to seek advice from the applicant's local police station. I believe that it is right to take such decisions centrally, both to relieve the burden on local officers and to ensure a consistent approach to such applications. I beg to move.
