My Lords, I beg to move that this Bill be now read a second time. It is a consolidation measure. It consolidates certain enactments relating to prisons and other institutions for offenders in Scotland, and other connected matters. It is pure consolidation and is intended to make no change in the existing law. If your Lordships approve, it will be referred to the Joint Committee on Consolidation Bills which will consider it and make its report to the House in due course. I beg to move.
