Lord Skelmersdale rose to move, That the draft regulations laid before the House on 6th July be approved.

The noble Lord said: My Lords, the Representation of the People (Northern Ireland (Amendment) regulations complete the process of aligning the local government and parliamentary franchise by providing that the arrangements that apply to the registration of parliamentary electors, which are contained in the Representation of the People (Northern Ireland) Regulations, will also apply to the registration of local electors, subject to certain mainly technical amendments set out in Schedule 2.

I should be delighted to answer questions on this order but for the moment I think it would be appropriate for me to commend it to the House. I beg to move.
