My Lords, I beg to move that the House do agree with the Commons in their Amendments Nos. 10 to 13 en bloc.

The amendments ensure that existing vocational licence holders who develop physical disabilities can be dealt with effectively during the period of transition to the new licensing system. The Secretary of State will be allowed to prescribe particular disabilities where mandatory revocation is called for. In other cases where a person becomes unfit to hold a licence on health grounds the Secretary of State will be able to revoke or suspend the licence.

My Lords, this is quite an important amendment. I assume that consultation will take place before the regulations are issued. Can the Minister say which bodies and organisations will be consulted, because the wording of the regulations is of great importance?

My Lords, I am afraid that I am not in a position to tell the noble Lord who will be consulted. However, I should point out that the Secretary of State at present has power under the existing licensing system and he will continue to have the same power under the new licensing system. The amendment relates only to the transitional period between the two licensing systems. I can assure the noble Lord that there will not be very much change from what happens at the moment.
